A high-level government delegation led by the Minister of Cooperative Governance and Traditional Affairs Velenkosini Hlabisa conducted a ministerial oversight visit to the uThukela District Municipality to address administrative and financial challenges affecting service delivery in the district.
The delegation included KwaZulu-Natal Premier Thamsanqa Ntuli, Deputy Minister of Transport Mkhuleko Hlengwa, MEC for Economic Development, Tourism and Environmental Affairs Musa Zondi, and MEC for Cooperative Governance and Traditional Affairs Thulasizwe Buthelezi, alongside district and local municipal mayors.
Addressing Financial and Governance Challenges
The intervention followed the attachment of the municipality’s bank accounts on 21 January 2026 due to a court dispute relating to a debt owed to consultants. The attachment of municipal funds disrupted financial operations and raised serious concerns about the municipality’s ability to sustain service delivery and meet its obligations to employees and service providers.
During the oversight meeting, delegates were informed that a court order had ruled that the frozen municipal funds should be released back into the accounts of the uThukela District Municipality within 48 hours. The ruling is expected to enable the municipality to resume normal financial operations and continue delivering essential services to communities.
Collaborative Government Intervention
The oversight visit formed part of a coordinated government response aimed at stabilising governance and restoring effective service delivery within the district. The engagement brought together national, provincial and local leadership to assess the situation and identify practical solutions to the challenges facing the municipality.
Discussions included engagements with municipal leadership, organised labour representatives and other stakeholders to evaluate the financial and operational impact of the dispute and determine immediate remedial actions.
Path Towards Institutional Stability
Stakeholders used the meeting to develop a clear roadmap aimed at strengthening financial management, improving accountability mechanisms and restoring institutional stability within the municipality.
The intervention underscores government’s commitment to ensuring that municipalities remain functional and capable of delivering essential services such as water provision, sanitation infrastructure and other critical community services.
Through coordinated oversight and support, national and provincial leadership aim to ensure that the uThukela District Municipality regains operational stability while safeguarding the welfare of municipal employees and the interests of residents across the district.
