Introduction
 
The Integrity Management Unit (IMU) derives its mandate from the South African Constitution Chapter 10 Section 195 (1a) which enjoins us to promote and maintain a high standard of professional ethics in public administration. The Unit also derives its mandate from Section 38 of the PFMA, the DPSA’s Code of Conduct and the Minimum Anti-Corruption Capacity Framework and the KwaZulu-Natal’s State of the Province Addresses. The IMU is charged with the responsibility of instilling and sustaining an organisational culture of integrity (good Ethics and Values) throughout the provincial administration.
The Constitution of the Republic of South Africa provides:
“ Public Administration must be governed by the democratic values and principles enshrined in the Constitution, including the following principles:-
 
A high standard of professional ethics must be promoted and maintained; …………………………………………
People’s needs must be responded to…………………………….
 
Public Administration must be accountable.” Section 195 (1)
 
It is these provisions that have prompted the Integrity Management Unit to decide on many initiatives including the staging of roadshows throughout the Province of KwaZulu-Natal as a way of creating awareness among the general public and the civil servants on ethical behaviour and on how the provincial administration of KZN manages the issue of poor service delivery, maladministration, abuse of power, fraud and corruption.
 
Background
 
In March 2011 the Office of the Premier established the Integrity Management Unit whose constituent parts are the following directorates:
  • Anti- Fraud and Anti- Corruption Directorate;
  • Service Delivery Complaints Management;
The Role of the Integrity Management Unit
 
The strategic goal of the Integrity Management Unit is to instil and maintain an organizational culture of integrity in the provincial administration through the coordination, integration and facilitation of plans, programmes, systems and strategies relating to the implementation and management of the KwaZulu-Natal Anti-fraud and Anti-Corruption Strategy. It is also to manage and process citizens’ complaints on poor service delivery and coordinate the activities of the provincial departmental ombudspersons.
The “I DO RIGHT” campaign has three facets:
  • To create and instil awareness and a culture of ethics and honesty within the Public Service through awareness campaigns, education, seminars and the use of multimedia
  • To assure service providers that they may do business with Government without having to bribe an official and
  • To enlist the support and cooperation of labour, business and civil society in reporting incidents of suspected corrupt practices wherever and whenever they come across these.
The “I DO RIGHT” campaign is however premised upon the IMU’s overall objectives.
 
The unit’s objectives are:
  • To implement and manage the KZN Anti-Fraud and Anti-Corruption Strategy
  • To lead in innovative and preventative ways of fighting fraud and corruption through risk control improvement strategies and close cooperation with law enforcement agencies and public prosecution
  • To create and instil awareness and a culture of ethics and honesty within the Public Service through awareness campaigns, education, seminars and the use of multimedia
  • To coordinate and manage citizens’ complaints on poor service delivery while creating an informed and an empowered citizenry
  • To project an image of a caring and responsive government that commands the trust and confidence of citizens
  • To coordinate and manage the activities of the Provincial departmental Ombudspersons forum, part of which is the propagation of the Citizens’ Charter
  • To oversee and maintain ethical standards in the Public Service through ensuring compliance with policies and guidelines in conjunction with Institutional Development Branch of the Office of the Premier.
  • To work in close partnership with the Internal Audit Services of the Provincial Treasury and the Public Service Commission in ensuring a culture of integrity in the Province.
Although the Office has been in existence for five years, it is not yet widely known in the Province and hence the need to market it as wide as possible. Therefore the roadshows seek to achieve this.
 
Relevance to the twelve (12) government outcomes
 
The activities of the Unit are relevant to the following government outcomes:-
Outcome 5       :    Skilled and capable workforce to support an inclusive Growth Plan.
Outcome 9     :  Responsive, accountable, effective and efficient local government
                               System.
Outcome 12   :   An efficient, effective and development-oriented public service and an                       empowered, fair and inclusive citizenship.
 
Relevance to the KZN Provincial Growth and Development Plan (PGDP)
 
Further, the activities of the Unit are relevant to Strategic Goal 6.3 and 6.4 of the PGDP: and the National development Plan (NDP – Chapter 14 – Promoting Accountability and Fighting Corruption). 
 
Communication Implications
 
A communication strategy has been developed by the Provincial Government Communication Unit in the Office of the Premier.
 
Conclusion
 
The Constitution enjoins public servants to continually maintain high professional and ethical standards in the service of the public. There is a growing need for ethical and good governance strategies and initiatives as the “I DO RIGHT” campaign to be sustained for them to be effective so that the necessary impact is visible in public administration. One of the ways is to continuously instil, in all environments, a generally acceptable culture of integrity. There is a need to unceasingly remind public servants that integrity is a matter of persons “integrating various morally sound parts of their personality into a harmonious, intact whole”. An integrated approach in this effort is critical.
There is a need to unceasingly remind public servants and civil society that all of us have a duty to – “DO RIGHT - EVEN WHEN NOBODY IS WATCHING”.
